i can remember, i guess it was back in the early administration of obama, when he identified 17 areas in the united states that would be appropriate for incarcerating terrorists, that we would take out of gitmo. and one of those places happened to be fort sill in my state of oklahoma. i went down to fort sill. i looked at the facility that we had that was housed within fort sill facility. and there was a lady there whose name was sergeant major carter. i can remember when she came up to me, she said, senator, why in the world -- go back and tell these people back there that they don't understand what is going on. this is coming from a sergeant major. she happened to be a black lady. she had been down there for some sometime. she said go back and tell them that i had two tours in gitmo. there's no place that's more humane, there is no place taking care of them, no place where you can secure the area so that you protect our prison guards like gitmo. she even went on to say one of the biggest problems we had with the inmates in gitmo was an overweight problem because they're eating bette

he implied that the obama administration is not assisting congress in the libya investigation. have they been stonewalling in any way? what do you think? >> no, i don't think they've been stonewalling at all. look, john mccain is a bitter man who's never gotten over 2008 and attacks the president on almost anything. and lindsey graham is his mini me. what's going on here is that they had a theory, a conspiracy theory about libya. mitt romney tried to elaborate it in the second debate. he got slapped down. couldn't even talk about it in the third debate. the more we learn about this, the more we learn that this was a very standard procedure in terms of reaction. you put out there what you can put out there. you don't put out there things that would reveal sources and methods of intelligence or minimize the chances that you would catch someone. one of the things that's most disturbing about this, ed, once again, you have the republicans going after an african-american. we saw it with eric holder, we're seeing it with susan rice. it's the same old politics they've played since 196

the obama administration is ready to fill vacancies. this will have rebels all the way down the hierarchy. what i would like to discuss tonight is how we got from where we are, the politics of patronage, the challenges of recruiting political appointees, how the system results in major delays and managerial destructions and how it undermines presidential leadership and good management. and finally, possible remedies for reforming the system. why do we get mad at government incompetence? because we expect a competent and effective bureaucracy. you create bureaucracies that hire competent workers that bring specialization, expertise, accountability, and continuity. there is no alternative in large-scale systems to organize great amounts of people to accomplish a goal or mission. this is not the way the united states began. it took about a century to figure it out and half a century to implement. the spoils system of the nineteenth century, there has been a constant tension between partisan control political appointees in career experts. l
